"To use iCloud on this phone you must accept the new Terms and Conditions."

Just set up my new iPhone, and I am prompted that "To use iCloud on this phone you must accept the new Terms and Conditions" but when I tap the blue link to the Terms and Conditions, nothing loads up to accept , everything in Settings freezes, and I have to force quit to exit out of Settings. And, none of my Messages prior to restoring from my iCloud backup have synced. I suspect this is because I have not accepted the T&C.

iOS 17.0.3, iPhone 15 Pro.

Nothing ever loads to scroll down to... it just freezes the Settings screen and I have to force quit Settings to get out ... found another similar discussion that said it might be related to a second iCloud account (for Media and Purchases) and suggested to go to Settings > Mail > Accounts and delete the account there. I did that and the T&C alert went away (Yay!) ... however, now that I want to add that account back in the Mail, I'm stuck on the "Signing in" screen, it never fully verifies the login so I cannot re-add in the Mail account. Apple Support contacted, and Senior Advisor call back scheduled. Thanks for taking time to answer.

Troubleshooting Mail Logins:

A2. Use a New App Password:

Do you use an App Password? If so, try a new App Password. Sometimes, changes (i.e. updates) are made to the device, and then mail server syncing becomes an issue (which is what a new App Password it intended to fix). Go here for gmail: Sign in with App Passwords - Google Account Help - Google
