I have fully embraced the new Passwords app. I have a group of passwords that I share with my family that appear on all my devices except my Mac. That entire group of passwords is missing. I've seen several posts about this, but yet to see a post with a solution, so posting this again. Passwords in iCloud setting is set to 'sync' for all devices. I've tried toggling that on and off. Any ideas out there?
This just happened to me this week as well. Sequoia 15.1 and the Shared Passwords group is gone. The group still shows up on iOS devices, but is missing on macOS. This is very frustrating.

After some logouts and reboots the shared passwords came back.

I have the same problem. Just created my first shared passwords group on iPad, but group does not show up on my Mac. All systems updated, all devices on the same iCloud account. In addition the passwords I shared on my iOS devices are no longer available in the Mac passwords app
I called Apple and after some troubleshooting the issue for me is (likely) that my company is blocking the capability on my work Mac.
I run my company, and I am pretty sure I am not blocking anything on my Mac, but I have the exact issue you describe on the new machine I bought this week.
This was set up as a transfer from my previous machine, which could see shared passwords just fine.
