I am in an absolutely quiet room. I do the hearing test and it says it couldn't complete the test cause of excessive background noise tried it many times same error. The only noise would be me breathing. The main reason I got these AirPods Pro was for the hearing aid part

I experienced same problem, failed 4 times, but wore a dust mask on the 5th attempt (3M 8511 NIOSH N95). It finally worked, so I believe it is plausible that the sound of your own breath is the issue.

Try and restart your phone and try the test anew, that is what worked for me when encountering this error
