My new debit card will not link to my Apple Pay account

My old debit card snapped, and I had to order a new one. I’m using my new one for purchases. I tried to change the new one on my phone and it will not link it to my Apple Pay. My new debit card will not link to my Apple Pay account it’s the same card Number and account number just a new expiration date and three digit code. I’ve tried it multiple times and it keeps saying unable to pair.

I also am having the same issue. Whether I'm ios 17, or ios 18 in the betas, I have been having this issue for almost a year.

I can add the Paypal debit card to my apple watch's wallet, but I cannot seem to link it to my iphone's wallet. And yes, I have added the card both manually and automatically.
