This App Is No Longer Shared With You - Bloons TD6

I recently purchased Bloons TD6 for my kids. I have two iPads both running the latest IOS and both with family sharing set up with the correct age limits (12+) and I am sharing my purchases with them. One of the iPads works fine and is able to access the app. The other give the message “This app is no longer shared with you”. The iPad has been rebooted and all updates applied. Why is the 2nd iPad not able to access the app?

Both Roblox and Minecraft work fine on both devices.
