Random Mail stuck in Outbox (iPhone)

We are a large enterprise using the native iOS Mail pointed to an Exchange server. Starting a few months ago we began getting complaints of occasional emails being stuck in the outbox and never sending.

We surveyed people and many have this issue and some people have a dozen emails caught. This is still happening (occasionally) on new emails.

Most users are iOS 16.5.1. But we think this has happened since maybe March?

Are others seeing this?

17.6 does not look to solve the problem.

Another clue - this tends to happen when people are on the move and maybe have a bad connection. Maybe in a car or subway. The mail seems to sit in the outbox, maybe try once, it then never again.

I meant that most users are on iOS 17.5.1.

I am testing 17.6 now, however I haven't read anything specific that there is a fix for this.
