I have the same issue and called Apple. Two phone calls and logs there was no fix. They wanted to do a full reset claiming a ‘cache’ issue. I called BS and asked them to explain a caching issue not presenting a menu. They couldn’t and I wasn’t about wipe/restore my iPad over this. Oh well ……..

While Control Nearby Devices is available from iPhone - and despite being documented within the iPad User Guide - this function appears to be absent from recent versions of iPadOS.

Alternatively, you can initiate and manage your support cases from Apple devices using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

I’m having this issue as well. I do wonder if it is dependent on battery level. I can remotely control my iPad Pro from my iPhone but in reverse it does not appear on my iPad Pro. At the moment I am at 14% battery so I wonder if the feature requires a minimum battery percentage before it becomes available.?
