Voice Memos Reverting Names and Not Keeping Changes

When I record voice memos on my iPhone, my voice memos change their name from "New Recording" to "2024-01-05T00:11:13Z." When I try to rename it to something else, it just reverts to that complicated number/name. It was completely normal up until I went to another state over Thanksgiving. My settings are setup to have it make the name where I recorded it but it doesn't do anything. All my voice memos are stored on my iCloud.
