My primary appleid is locked so I use my secondary on the web and I cannot turn on iCloud backup or.connect to iCloud is there a way to do it on the Webb? Can you merge my primary iCloud id to my secondary id and get rid of primary id replace it with secondary?

No. iCloud accounts cannot be merged.
If your account is locked, best bet is to try to unlock it.
