Can I setup two Apple IDs iCloud on the same iPhone 13 and have other Apple devices and Windows PC included in both Apple IDs iClouds?
When trying to set up another Apple ID account on Windows PC it declares that my previous Apple ID content will be deleted from that Windows PC.

I'll try to keep this simple. Accounts are intended for separate use.
You cannot have two Apple IDs signed in on a mobile device such as an iPhone for general configuration. A few minor exceptions apply such as for configuring iMessage. Devices are designed for single ID use only. If you have one ID signed in, you have to sign out on the other and ideally also completely erase the device in between uses or risk mixing data.
You can have different IDs on a Mac computer, but you must create a separate computer user account for each user. I am not familiar with Windows use but it may be the same.
You can have an multiple devices signed into the same ID.
