Verifying Update - IOS 17.2

Trying to install IOS 17.2 on iPhone 12 - download and prepare no problem but when it tries to install the phone locks up and says 'verifying update' - all screen loses function. Have to hard reset phone to get use back. Have left for hours and nothing happens.

Have redownloaded the software and same problem.

Have reset network settings and same problem.

Phone is connected with SIM and strong wifi connection and fully charged and plugged in.
