Help please. My iPhone will not verify the new iOS 16.2 update.

My iPhone will not verify the new iOS 16.2 update. It says the download is complete, but gets stuck on the verifying screen.

I have tried all the fixes I have found online, force restart, connect to computer and update via iTunes.

Mobile is fully backed up to the icloud and I have enough storage space available.
