Sharing AirTag with Minors

Hi,

with iOS 17 I share an AirTag with my whole family. However, it seems that only persons with age 16 and older receive the invites and can accept them. Everyone else who is younger does not even get the invitation although I see them in pending state. I tried to invite them multiple times with the same result always.

Is there any limit with AirTag sharing regarding age? That would be the only property the the users who do not receive invites have in common.
