Apple Pay Disabled because of security Setting of this Mac were Modified

I am getting the following message on 2021 MacBook Pro 14" with M1 Pro Chip running Sonoma 14.1, but the following fix that I have read about did not fix this issue for me. Anyone can help please, I called support and they are stumped.

Apple Pay has been disabled because the security settings of this Mac were modified" - I have tried this and this has done nothing for me. Go to Software Update/Advanced and uncheck the recheck "Install system data files and security updates."

Thank you but did not work for me. I got the same error message when logged in as the second user. However, I did arrive at a solution. On Sonoma 14.6.1 as of August 2024, go into Settings, Software Update and see Automatic Updates. It says Security Responses with a circled "i" to the right. Click the "i" and there is a dialog box with options. I had to turn on "Install Security Responses and System Files" to be able to set up Apple Pay. (FYI, my other settings on that dialog box are Check for updates - On, Download new updates when available - On, Install macOS updates - Off, Install application updates from the App Store - Off.) Credit to a senior support technician on a support call and to the author of another post from 2020 that appears to have it correct, just a bit outdated. Good luck!

2nd user solution worked with me as well. Thanks a lot!

FYI under Sequoia when logged on the 2nd user, it didn't ask to delete the cards, just showed the previous one I had. Selected the one I wanted and finished to setup the card.

Once back to my main user, I was able to setup the card, but the system said the card was already attached to this machine and if I wanted to reinitialise Apple Pay. I said yes, then after a while I was able to continue and setup the card.

Deleted the 2nd user.
