The person who sold you the phone doesn't want to take it off the blacklist? Why would that be?
If they were telling you the truth about it being their phone, and they had the legal right to sell it to you, why in the world would they want to leave you with a blacklisted phone? Wouldn't they want to make things right - either by taking back the phone and giving you back the $180; or getting the carriers to take the phone off the blacklist?
The more you add to this story, the more it sounds like this is a stolen phone. Doesn't that possibility bother you in the least? If it is a stolen phone, somewhere there is a real owner who was victimized. Shouldn't there be any concern for them?
Bottom line, whether it's a stolen phone or not, it sounds like you have a brick that will remain a brick.
