Where have you bought this iPhone? If you bought it in a store: go back there.

If you have bought it from someone, please contact them. There are chances that this iPhone is indeed stolen before it was sold to you. Therefore you cannot un-blacklist this iPhone yourself

Sorry, but there is nothing anyone here, nor Apple can do to help you with this. Blacklisting a phone is done by the cellular carrier that is providing service for that phone. You will need to contact them to find out what it will take for them to remove it from being blacklisted.

Otherwise, it appears that you purchased a stolen phone ... which it very well may be. If that is the case, you need to return it to whom you purchased it from and get your money back. If they won't help you, then you will need to contact your local law enforcement agency on what you should do with this phone as it is not yours ... even if you paid for it.
