Mobile service error

Every time I update the iOS on my iPhone 14 and when the modem firmware update included in it then looks like modem firmware update fails and I can’t use mobile services it shows error (can’t make calls or text). I have sent my device to service centre twice and they are not able to figure out the issue they send back the device as it is. Usually issue goes away with reinstalling iOS with iTunes but since iOS 17 this is not working either. Can somebody help, I’m really frustrated as it is around 10th incident since I bought this device.

How can this be a carrier issue, I have tried without inserting SIM and with different SIM as well. Many time hardware issue is being detected while performing the diagnosis on the phone online as well as at the service center.

Looks like factory guys are very dumb to understand the issue and they are sending the device back without looking further in the logs/device. I have submitted the device at service center today again as the issue persist and this is 3rd time now, any solution to prevent from being harnessed by apple service?
