iPhone XR cellular data error, then stuck on "verifying update" for update to 16.2

My iPhone XR suddenly stopped receiving cellular data (no calls or texts at all). In settings, cellular said "Error" and told me it needed an update, so I tried updating to iOS 16.2. (I have automatic updates turned on, so I don't know why it didn't update automatically.) Each time I have tried to update to 16.2, my iPhone gets stuck on "verifying update" (the last time for several hours) so that I have to force restart it. After the force restart, I have deleted the file before trying again. I have been through 3 cycles of this and it still gets stuck. My cell service provider has confirmed that the problem is not from their end. Does anyone have any suggestions?
