does any know how to fix this issue?

my son x s max is saying needs an update to use mobile data so call recieve or make calls or texts when i go into settings ios16.4.1 is available but when i click download it getting stuck half way through installation please help

Mobile service error Every time I update the iOS on my iPhone 14 and when the modem firmware update included in it then looks like modem firmware update fails and I can’t use mobile services it shows error (can’t make calls or text). I have sent my device to service centre twice and they are not able to figure out the issue they send back the device as it is. Usually issue goes away with reinstalling iOS with iTunes but since iOS 17 this is not working either. Can somebody help, I’m really frustrated as it is around 10th incident since I bought this device.
