The security questions for my Apple ID account are now in Chinese

The security questions for my Apple ID account are now in Chinese, and i can't change them. I do not have any apple devices, but it bothers me that they are using an old account with my email. Support has very poor answers.

They told me to add an apple device, phone number or whatever, but if the account has been compromised i do not think it is safe to add one.
