Getting ads, doesn't mean you have malware on your phone. We ALL get unwanted ads. Sometimes persistent unwanted ads.
Where is this ad showing up? In Safari? Text? Email? Here is a link from Apple about ad blocking in Safari --> Block pop-up ads and windows in Safari - Apple Support
If you're getting these ads in text or email, you can block a number a message comes from in Messages and you use your mail account on a computer to block an email address.
You may also want to visit the App Store and find an Ad Blocking app which may help you.

I guess my problem is getting rid of OutBrain. It is a website that is associated with Sponsored articles and I can’t find a way to delete it. It is on my Fox News app.
Then complain to Fox News. That has nothing to do with Apple.
