iphone XS Max - charges only after restart

I am also experiencing this problem after updating my XS Max to iOS 17 recently. Have never had the phone serviced so I believe it may be the software

The algorithm aims to ensure that your iPhone is still fully charged when unplugged. Optimised Battery Charging is turned on by default when you set up your iPhone or after updating to iOS 13 or later. To turn the feature off, go to Settings > Battery > Battery Health & Charging and turn off Optimised Battery Charging.
