Putting Downloads folder into the dock
I've tried dragging the Downloads folder into the dock but it won't stay. I also tried with an alias with no success. Using OS Ventura 13.5.2.

Try updating to Ventura 13.6 and see if that helps. Another thing if you haven't already, is to enable the sidebar in Finder and drag the Downloads folder listed in that down to the dock.
