Can not give any apps access to my photos

Nothing has access to my photos, and I can’t change it in settings. I try to go in google photos, says I need to give it access to my photos. I click the link it pops up taking me to settings, and there is no option to allow access. Same with photo editors, twitter, anything. I go to privacy settings and select photos to try to turn on access for certain apps, and the page is just blank. It says “apps that have requested access to photos will appear here” but there’s nothing there. This is really getting on my nerves, if anyone knows how to fix it, it would be greatly appreciated.
