Family sharing of passwords says person does not have a compatble device yet we both have iphone

tried to share passwords with trusted family, but it states that they do not have a device that can join the group. We both have the same phones, I do not know what the meaning of this message is.

Same here.

The support page only mentions both devices running iOS17 or the equivalent for iPad and Mac.

Both of our iPhones are running iOS17 and it is not working for us either. Hopefully it’s not a hardware issue as this feels like it should be accomplished with software.
