I cannot open safari, when I click safari open and close so cannot access the preferences, same as privacy to clean

Two suggestions:

Try pressing and holding a Shift key when launching Safari from Applications or the Dock. Release the Shift key when the Safari window opens or crashes again.
Please determine if Safari also crashes in "Safe Mode": Use safe mode on your Mac - Apple Support
