I will add—The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2

Had the same problem with Safari and wound up reinstalling 13.2 after booth with CMD-R pressed, and then booting in safe mode. Safe mode took a while to sort out something or the other. Seems to work now on my 2017 iMac 20.5 inch HDR with a retro installed 1TB SSD.

The usual culprits —Uninstall  all third party apps that are Cleaners/Optimizers/Anti-Virus/VPN
