Go to Settings/Mail/Accounts, tap on the account, then delete it. Restart your phone. Go back to Settings/Mail/Accounts and add the account back.

When I go to accounts it does not allow me to do anything, that is the problem

Go to Settings/Screen Time/Content & Privacy Restrictions and change Account Changes to Allow.

That was the problem, allow account changes was blocked.
