When I hit download my purchases , my purchased tones do not appear as an option

I have bought 4 different tones to use as text tones. How do u get them to appear as an option ? I tried hitting the download my purchased tones but nothing happens.

iPhone 13, iOS 16

The option to set as ringtone now Doesn't pop up when I make the purchase
