Just to clarify, are you having issues with downloading purchased ringtones or music from the iTunes Store? If having issues with downloading your ringtones, check out the steps in the following resource that may be able to help: Get ringtones, text tones, and alert tones in the iTunes Store on iPhone - Apple Support


Redownload tones purchased with your Apple ID
If you bought tones on another device, you can download them again.
1. Go to Settings  > Sounds & Haptics (on supported models) or Sounds (on other iPhone models).
2. Below Sounds and Vibration Patterns, tap any sound.
3. Tap Download All Purchased Tones. You might not see this option if you already downloaded all the tones that you purchased or if you haven’t purchased any tones.

Redownload music in the iTunes Store app on your iPhone, iPad, or iPod touch
1. Open the iTunes Store app.
* On your iPhone or iPod touch: At the bottom of your screen, tap More More button, then tap Purchased. 
* On your iPad: Tap Purchased.
2. Tap Music. If you use Family Sharing, tap a family member’s name to see music that they purchased.
3. Find the music that you want to redownload, then tap it.
4. Tap the download button Download button next to a song or album.

I purchased a song on my iPhone and it has the cloud logo where I should be able to download it to my phone from, but it keeps starting to download with the rotating blue circle and then less than 3 seconds later it’s back to the cloud symbol and has not downloaded because I can’t find it in my purchase library and the iTunes Store says I purchased it but it still won’t download and has a cloud symbol next to it
