set up replacement iphone from icloud backup
Received replacement phone. Trying to restore from icloud. Evidently an update is needed on the phone and it keeps failing

Set up the replacement phone as New, and don’t restore a backup. Then go to Settings/General/Software Update and update it.
Then set it back to factory settings→Restore your iOS device to factory settings - Apple Support, and you should be able to restore your backup from iCloud.
