Recovered Message folders keep showing up in Mail

For problem accounts the go to way to sort things out is to delete the account(s) from the Mail.app, then add it back.

Note—

IMAP accounts stay on the server, so no local loss, when you re-sync

POP accounts download and remove from the server—therefor save your inbox/sent box if you want them

“On My Mac" is just that, local folders you created and moved mail into. So no loss

Same here on latest Ventura, I delete these folders and they continually fill up again. None of these solutions work. I think we may have to update to the Sonoma or something to fix this eternally broken app.

Any solution for this problem? Every couple weeks I have new folders, currently 6, all empty, can't do anything with this. SUPER annoying.
