Why is my Apple watch 7 saying I've had too many passcode attempts when all I did was put it on the charger?

I know my passcode. I put my phone on it's charger and when I checked it a while later it said I'd had too many passcode attempts and had to wait 15 minutes. I left it on the charger overnight and when I took it off the charger it said I had to wait 8 hours. I never even had a chance to enter my passcode.

I know how to reset the watch to factory settings but would like to avoid doing that.

Why would my watch think I've been entering the wrong passcode too many times when I haven't even touched it?

It is possible your Apple Watch might see false touches on the display if it has a hardware problem or there is electrical interference. If you are able to put the watch on your wrist and enter the correct passcode that should reset the unwanted timeouts.

If the problem persists and you can't get the watch back under control, try a forced reset. Simply press and hold both the Digital Crown and the Side Button (together) about 10-20 seconds until the white Apple Logo appears, then release the buttons and let the watch restart. If that doesn't help, contact Apple Support and arrange to get the watch checked by Apple.
