Hello DMac4022,

This page can assist with providing the general steps for setting up an iCloud Mail alias: Add and manage email aliases for iCloud Mail on iCloud.com - Apple Support

Create an email alias
1. In Mail on iCloud.com, click the Settings button at the top of the Mailboxes list, then choose Preferences.
2. Click Accounts, then click “Add an alias.”
3. Provide the requested information:
• Alias: The text you provide becomes the email address (alias@icloud.com). An alias must contain between 3 and 20
• Full Name: The name you provide appears in the From field of the messages you send.
Label: Aliases are listed alphabetically by label.
3. Click Add, then click Done.

If you had previously already created three aliases and deleted one, there will be a 7 day waiting period before it'll allow the creation of another.

If you still experience issues you may use this link to start a support request to reach out to Apple Support for further investigation: Get Support

Cheers.
