Unable to Download Purchased Tones

I am unable to download my purchased tones on my new iPhone 14 Pro. I have updated the OS and used the Download Purchased Tones button, signed in with my password, but then nothing shows up. I've restarted the phone multiple times, but they still will not appear.

To clarify, are you seeing the Tones in your purchase history when you view it? View your purchase history for the App Store, iTunes Store, and other Apple media services 


Find information about older purchases
If you can't find an item in your purchase history at reportaproblem.apple.com, check the purchase history in Settings on your iPhone or iPad. Or check the purchase history in Account Settings on your computer.

On your iPhone or iPad
1. Open the Settings app.
2. Tap your name, then tap Media & Purchases. 
3. Tap View Account. You might be asked to sign in.
4. Tap Purchase History.
5. Your purchase history appears. Tap Last 90 Days, then select a different date range.

Is there any opportunity of those Tones having been tied to a different Apple ID?
