FaceTime “video” icon Grayed out for iPhone contact

My mom has an iPhone and and I'm not able to FaceTime her within the Messages app, nor am I able to from her contact card. The video icon is grayed out. I do not have any restrictions on that disables FaceTime. This is isolated to her contact only. Everything works fine for other iPhone users. Not sure what this is
