Sent 2 text messages from my iPhone 11 that went out with a green background, rather than blue. I never got a response; however, I just found the responses but on my iPad mini. Help!

They come up as undeliverable
The green messages are normal SMS messages. The blue ones are iMessages. Therefore, check if iMessages is activated here: Settings → Messages → iMessages must be activated.
Also check, in the same menu, in Send & Receive, whether there is a "check mark" in your phone number at Reply From, and Start From.
