Both my wife and I have iPhones with unlimited text. We only receive messages from each other in a grey colored bubble. All the settings are correct and have turned iMessages off, then back on, and rebooted the phones. Still same issue

Messages you receive are always grey, regardless of whether your using iMessage or SMS. Messages you send are blue if the are iMessage, green if they are SMS. So, it sounds as if what you're seeing is expected behavior.
