Excerpted from the Apple Support document I provided:

• If Software Update says that your Mac is up to date, then no new software is currently available for your Mac model. Software Update shows only software that is compatible with your Mac.

To identify your MacBook Air model, please read Identify your MacBook Air model - Apple Support.

Back up your data, check the application compatibility table, click here, and if your model is recent enough, then on the download link for a newer OS. They're full-version upgrades and won't appear in the Updates list.

Catalina and higher won't run 32-bit software; if you upgrade to one of them, use Go64 as well.

You are seeing that message because just as it says there are NO updates available. Please read the information in the link provided by John.

You didn't say which model of MacBook Air you have but considering yours has El Capitan your Air is apparently too old to update to the latest operating version.

Your computer can be upgraded at least as far as Catalina. For a more-exact answer, post the model year, M******/A number, or MacBookAir*,* number.

Its maximum OS is Big Sur. Upgrade as described above.
