Follow these steps to troubleshooting not being able to receive calls from your mom.
"Contact your service provider
When you contact your service provider, make sure that:
- Your account is set up to use your iPhone.
- There aren’t any localised service outages.
- Your account doesn’t have a billing-related block.
- Your calls don’t have errors on the service provider system.
Update your software
- Check for a service provider settings update.
- Check for an iOS software update. Some updates may require a Wi-Fi connection."

You also mentioned that you went through your blocked numbers and your mom wasn't on the list, have you also checked your mom's phone to ensure that you didn't accidentally get blocked on her end?
