Calls going to Voicemail after 1/2 ring iPhone 11 Pro

Suddenly the majority of my calls ring for approx 1/2 ring them go directly to voicemail even if i try to catch ie answer when i see the call appear, have gone through forums previously posted and tried fixing through settings and also through network settings to no avail any other suggestions? thanks
