Cannot close tabs on iOS Safari

I’ve honestly had this issue for at least 2 years, and I’ve tried everything to solve it. I cannot for the life of me delete all of the open tabs in my safari. When I use the “close all” function by holding on the open tabs button they all appear to close, but as soon as I exit safari and reopen it they’re all back.

Has anyone had this issue? And how did you solve it? I’m not resetting my phone or clearing my browsing data every time that I need to close the 500 tabs I have open on safari. I figured after two years a fix would have been identified, but apparently not.

And before anyone suggests it, yes my phone is up to date, yes I have disabled iCloud tab sync, and yes I’ve tried resetting my phone. The problem keeps returning.
