Safari tabs keep reopening after being closed

Every time I go onto safari it keeps opening two tabs, I keep closing them and clearing safari website data and cache and it asks me to close tabs, so I click yes but it keeps reopening them! I have fully turned my phone off and played around with the ‘close tabs’ button in safari and also checked the safari backup button is on in iCloud, but my Apple ID isn’t on any other devices except this one. Please help me. Is this an iPhone storage problem or something else? It’s really annoying.

Also, have you tried switching networks? This can rule out the issue being with the connection. For example, if you're connected to cellular data, try switching off cellular data and connecting to Wi-Fi only, or vice versa. If you're not sure how to turn off cellular data to connect to Wi-Fi only, follow these steps: Use cellular data on your iPhone or iPad - Apple Support
