Control TVs and Receivers stopped working

I've always been able to control my Panasonic TV and Sony sound bar with my 4K AppleTV remote, however it suddenly stopped working a few days ago. Now the "Control TVs and Receivers" option says "Off" and it is grayed out. It seems like maybe Apple pushed an update that broke it? I saw someone else had this problem a few months ago but was not able to resolve it. Anyone else have this problem and is there a fix?

It should detect if compatible devices are connected.

Else reset the HDMI connection by shortly disconnecting the cable on both ends, then reconnect.

Else turn off (really off, not sleep/standby) HDMI devices in the setup, then turn them on again. Temporarily disconnect from power, for devices without on|off button.

When you hover over this setting, it should explain why on the left side of the screen
