In general, Apple is pretty good about accessibility issues, but in this particular case, they have eliminated the scrollbars unless you turn gestures off. I use gestures, but I also can't do the gestures to scroll. I use a digitizing tablet most of the time. Apple, please fix this, they should be able to be seen if the user requests to have scroll bars enabled in your settings.

You should be able to make it so that scrollbars always show using these steps:
1. Open the Apple Menu
2. Click System Settings
3. Click Appearances in the sidebar
4. Select “Always” under “Show scroll bars”
