After updating my iPhone 12 to iOS 17.4, it receives a cellular error

my iPhone 12 was fine until I updated to 17.4 and when I did cellular error. iPhone can’t connect to cellular data but they say my phone needs repaired but I can do a hard reset and the usage is intermittent anyone else having these issues and defore that my phone went into SOS all the time

After update I have a similar problems:

Personal hotspot is disappeared
Mobile Data Network (APN) is disappeared
Network provider Services is disappeared
I can’t reconnect my phone number to iMessage (It keeps trying to connect but unable to do it)

I have tried with 2 different SIM cards ( 2 different providers )because they said it’s a provider problem but nothing changes. This is on iPhone 14 Plus with iOS 17.4

On my iPhone 8 with iOS 16 all of the SIM cards work fine

I think it’s IOS 17 bug and I hope next update to see it working again because I need it.
