Scanned documents not showing in notes

I discovered in 2019 that all of my scanned documents saved in notes are not being shown. The document is still there but only a grey box is shown and cannot be opened, either on my iphone, my mac and on cloud.com. The only thing shown is a grey box which shows that the document is/was there but it cannot be opened or opening as a white blank page. I’ve found out that its a common issue with many iphone users and its a bug in the ios on which apple should work on since those notes are very important and its a common issue with many people. We always trust apple features to save our important docs worth our fortunes. This actually happened when my Ios was updated and due to IOS update the notes disappeared. The notes are important and if anyone could be of any help in getting them back. I have highlighted the same issue back in 2019 on this forum but no response was fruitful. I hope someone can help me fix this or apple should look into this.

P.S. i have tried most of the google and forum suggested methods so please don't come up with generic solutions.
