I have an old Epson Perfection 3490 PHOTO scanner which still worked under current Windows version. I now have a new macbook pro M1, 2020 currently running mac OS 13.1.
I've installed the driver offered by Epson (also explicitely for 13.x) "Epson Scanner ICA driver" but when opening the scanner window I eventually get the message "Failed to open a connection to the device (-21345).

VueScan is the Swiss Army Knife of scanner software, the goto product for Mac users who have trouble with their scanners and macOS. I have used it for over ten years. The developer continues regular support.
For thoroughness, please check the following settings in System Settings > Network > Firewall .... are they checked (enabled)?
Use Image Capture or Preview (or the Open Scanner button in Printers & Scanners Settings).
If you get that error using Epson's scan app, you should ask Epson about the problem.
Is the scanner directly connected to your MBPro or are you using a USB hub? If a hub, try connecting it directly.
Also, what cable are you using to connect the scanner to your M1 MBPro?
Also, check Apple > About this Mac > System Report > Hardware > USB. If your scanner is powered on & connected, does your Mac see it there?

So:
The scanner is connected via standard USB cable (USB 2.0 I assume) together with a USB 2.0 -> USB C adapter.
Under the system report the scanner is listed under USB, so the system recognizes the hardware apparently.
Opening image capture the scanner is listed but when selecting it and trying to scan I get the aforementioned error message.
To me it looks as if the driver doesn't work but reading Barney-15E's answer I get the impression that it should.
In my desperate attempts to get this working I installed / removed the driver a couple of times. Any chance I messed it up like this? Where can I check (also on UNIX / terminal level if necessary) whether I have a conflict somewhere?
Also, to further diagnose the issue, download, install & run Vuescan (free, fully functional demo although scans will be watermarked). If you can scan with Vuescan, then your hardware & physical connection are fine and the problem narrows to either the Epson driver or something related to it.
VueScan worked for me. Epson Perfection 3490 Photo scanner (MODEL JIA3A; EPSON GT-F520/GT-F570) using an M2 macBook with macOS 13.1 and an Anker USB C Hub Adapter.
I had downloaded the latest driver, ICA Scanner Driver v5.8.12 for Image Capture (ESICA_5.8.12.dmg; 10/17/22) and received the message "Failed to open a connection to the device (-21345) using both Image Capture and Epson Scanner.
After using VueScan and trying again with Epson Scanner for this reply, I found a new popup about Document folder access and I now receive a new message "Overview scan timed out." Image capture doesn't change after "Waiting for scanner..." as it did before.
Are you using Epson scan app or are you using Image Capture. The ICA driver is for Image Capture.
You might also try VueScan. It works with most scanners.
