problem with "accept the new iCloud terms and conditions"

I bought a MacBook Pro 16 (2021)- Ventura 13.1 last year.

At some point it asks to accept the new iCloud terms and conditions but I can't, no matter what I try (log out of icloud, reboot, each time I get a message "can't connect to the server" and get the annoying "accept new iCloud terms and conditions" screen.

What to do to solve this and get rid of this borrowed screen?
