parental app request

Having problems with receiving app request from my son's phone. Also, when I turn that setting off the appt still won't download. Any suggestions I haven't tried yet.

Tried turning that setting off and shutting the phones off and on.
Tried changing my apple pass and updating it in his phone as well.

App store ask to buy Hi, so we have ask to buy turned on for our phones which means that a request is sent to the parent/ guardian of the family which they can approve or decline. However, recently, there has been some sort of bug. The requests are going through, and appearing on the parent’s phone in the imessage app, but when you click on it it just takes you to the app store and asks you if you want to download it yourself. There is not a button that simply says accept/decline and there is no obvious way to do either of those using different methods either. This means that the child can not download any apps or games. Has anyone had the same problem, and if so, how can it be fixed?
